About the position

ECL is seeking to hire an experienced, proactive, creative and detail-oriented professional to join our tight-knit team in Brussels to coordinate our wide-ranging communication activities.

The purpose of this role is to provide expert input to strategise, implement and monitor all ECL communications in alignment with our vision, mission and strategy.

You will lead on ECL’s day-to-day communications activities, including developing and implementing effective communication strategies, creating digital content, populating social media accounts and the ECL website, preparing publications, maintaining our database of contacts, and monitoring European and international news.

The Communications and Events Officer is a pivotal position, providing horizontal support to the ECL secretariat, contributing to the strategic alignment of ECL’s communications with ECL’s advocacy activities for enhanced impact. The position reports directly to the Director and works in close collaboration with the entire ECL Secretariat.

What will you do?

You will be leading ECL’s communications and public relations efforts during an exciting period for EU cancer policy in the context of Europe’s Beating Cancer Plan and Horizon Europe’s Mission on Cancer.  You will be responsible for the following tasks:

Communications strategy and narrative development

  • Develop and implement ECL’s internal and external communication plans in collaboration with Policy Officers and ECL members;
  • Implement ECL’s branding; maintain and implement a coherent editorial style and tone to strengthen the public image of ECL;
  • Increase ECL’s visibility and profile, and promote key messages towards our external stakeholders (e.g. EU institutions, media and journalists, partners and allies);
  • Develop and manage ECL’s online presence; prepare and/or supervise all communication outputs (including newsletters, social media updates, press releases, news articles, and campaigns);
  • Coordinate the development of publications, including the Annual Report;
  • Coordinate the production of other print and digital materials and communication tools; and
  • Monitor the impact of ECL’s communications actions and campaigns.

Content creation

  • Create high-quality written and visual content for ECL’s online communication channels (i.e. website, Twitter, Facebook, LinkedIn) and for the MEPs Against Cancer (MAC) Interest Group’s channels (i.e. Twitter, Facebook, webpage)
  • Support the preparation of advocacy communication outputs (e.g. position papers, statements, op-eds, consultation responses etc.) in collaboration with Policy Officers
  • Review and edit digital content, papers and reports created by the ECL team and/or partners effectively translating technical and scientific evidence into accessible policy and public messages
  • Support public speaking engagements of the Director, Board members and Policy Officers

Event management

  • Take the lead in planning, implementing and evaluating ECL’s flagship campaign, the European Week Against Cancer (every year on 25-31 May), as well as engagement in other organisations’ campaigns, awareness days and observances (eg. World Cancer Day)
  • Take the lead in planning, implementing and evaluating internal meetings and events (eg. Annual Conference, General Assembly)
  • Support preparations, presentation drafting and report-writing for the ECL Annual Meetings, the ECL Executive Board meetings and other internal and external events
  • Support the organisation of meetings and conferences in collaboration with other ECL staff, members and partners and provide logistical assistance as assigned
  • Attend relevant events and meetings and produce brief reports as necessary

Press and media outreach

  • Identify opportunities for the promotion of ECL’s work to a wide range of audiences;
  • Lead in obtaining ambitious coverage of ECL’s activities by identifying opportunities for media visibility, responding to media enquiries, pitching stories, and soliciting interviews with the ECL team and Board members;
  • Monitor, record and report on ECL’s media coverage;
  • Develop and maintain a robust network of media contacts;
  • Cross-Organisational activities – contribute to the communication, implementation and awarness of the ECL’s overall organisational strategy;
  • Help promote and raise awareness ofa continuous learning environment at ECL;
  • Develop yearly communications actions plans and contribute to the development of the grant applications.

Who are we looking for?

Required education and experience:

  • University degree (Master’s level) preferably in a relevant field, such as Communications, Marketing, Public Relations, Journalism;
  • At least 3 years of professional work experience in communications and event management;
  • Proven ability to successfully deliver communications strategies and publication plans targeting a range of audiences’;
  • Proven ability to deliver creative content (publication, design, text, image and video);
  • Proven ability to plan workload, meet tight deadlines, and handle multiple projects;
  • Strong understanding of and experience with Wordpress, Mailchimp and graphic design tools (Canva, Venngage and/or Adobe Creative Cloud applications);
  • Experience in forging collaborative working relationships with relevant stakeholders;
  • Experience in drafting advocacy and collaborative communications;
  • Master of social media platforms (X, Facebook, YouTube, Instagram, LinkedIn);
  • Experience in cancer and international public health issues;
  • Experience in website development, management and update and ability to collaborate with the relevant experts; and
  • Experience with press relations and media campaigns.

What will you do?
  • Provide administrative support for the Secretariat, including scheduling meetings, coordinating Board schedules and needs;
  • Support the team, including the projects and communications colleagues, in the preparation of events and meetings;
  • Write and send external emails and letters on behalf of the Secretariat and Board;
  • Prepare and monitor financial reporting and requirements for EU-funded projects;
  • Track income and expenditure on a weekly basis;
  • Issue invoices, especially for membership fees, and follow up with members in a timely manner;
  • Keep track of and pay bills;
  • Manage reimbursements to staff and external participants;
  • Prepare quarterly reports to Treasurer;
  • Prepare budgets and other financial reports and present at Board meetings and to General Assembly;
  • Support the Director in preparing papers for Board meetings;

Required Qualifications:

Main tasks and responsibilities
Policy and Advocacy Work

Policy work is a key component of this role. It will focus on two broad areas:

  • Cancer prevention, currently focusing on: tobacco control; vaccination and early detection; alcohol, food and obesity; environmental hazards.
  • Patient support, currently focusing on: cancer and employment; cancer and financial services; supportive cancer care.

We are seeking for a new colleague to independently lead ECL’s policy work in these area, including by:

  • Monitoring, analysing and strategically engaging with EU legislation and policy developments in relevant areas.
  • Communicating these developments effectively to ECL staff and ECL members.
  • Contributing to the development and implementation of ECL advocacy and communication strategies, in collaboration with the ECL Secretariat and ensuring that ECL members’ priorities are reflected in ECL’s outputs.
  • Conceptualising, executing, and ensuring the timely dissemination of advocacy communication collateral (e.g. position papers, statements, op-eds, leaflets, fact sheets, consultation responses, letters, etc), in close collaboration with ECL members and the Communication Officer.
  • Identifying and meaningfully engaging with key stakeholders, across the EU institutions, industry, and non-governmental organisations.
  • Ensuring that ECL is represented in relevant stakeholder networks, public events, conferences, and meetings.
  • Drafting position papers, statements, reports, answers to public consultations, minutes, and other communication materials for internal and external use.
  • Review policy papers, statements and letters towards which ECL is invited to contribute.
  • Assisting in the coordination of the MEPs Against Cancer (MAC) Interest Group at the European Parliament with the Senior Policy Officer, including organising stakeholders’ meetings on prevention and survivorship issues and coordinating follow-up, in collaboration with ECL’s Communications Officer.
  • Work closely and provide support as needed to ECL’s Senior Policy Officer
  • Liaise with the other ECL staff members to explore synergies with other policy and thematic areas (e.g. access to medicines, research, inequalities etc.).

 

Working Group Coordination

In close connection to the policy work, the new colleague will independently lead the coordination of ECL’s Patient Support Working Group and the Prevention & Early Detection Working Group, including:

  • Developing and executing strategies and work plans for the two Working Groups.
  • Coordinate, organise, and facilitate regular working group meetings, ensuring members’ active participation and engagement.
  • Set agendas, manage discussions, and encourage collaboration among group members.
  • Work with the working groups to establish activity timelines and milestones. Follow up on task completion, providing support and addressing any obstacles.
  • Liaising with ECL members on a regular basis, ensuring timely reaction to their requests and that their priorities are reflected in ECL’s outputs.
  • Conduct desk research and provide briefing material on key topics to ECL members.
  • Ensuring timely delivery of all agreed actions.
  • Conduct regular reviews to identify lessons learned and best practices.
  • Document and share insights to enhance the efficiency of future working group coordination.
Project management and reporting

Should opportunities arise, the Policy Officer is expected to take on project management and reporting tasks linked to the two lines of work outlines above, with support and in collaboration with the project officers.

  • Contribute to the drafting of compelling and well-organised grant proposals to fund the activities foreseen for the areas of work, supporting in handling budgets for the Working Groups.
  • Develop and implement monitoring and evaluation frameworks for grant-funded activities. Prepare comprehensive reports on the achievements, challenges, and lessons learned. Draft narrative reports, providing detailed updates on activities milestones and outcomes.
  • Contribute to ensuring that reports are submitted in a timely manner and comply with reporting requirements.
  • Maintain a centralised repository for working group documents and resources. Ensure that documents are organized and accessible.
  • Regularly report on the progress of working group activities and opportunities for engagement to the ECL’s Secretariat and Executive Board.
About the ideal candidate
Required Education and experience
  • University degree (Master’s level) preferably in a relevant field, such as Health Promotion, Public Health, Health Economics, Law, European Affairs, Public policy or Political Science.
  • 2 years of professional work experience, working with the EU institutions and other stakeholders in Brussels, with an excellent knowledge of EU processes, interactions and the dynamics of EU policymaking;
  • Proven ability to analyse, draft and develop positions, coordinating a range of views and collating these into succinct and relevant points of view;
  • Experience in collaborating effectively with relevant stakeholders;

Terms of Employment:

● Open-ended contract (CDI) for this permanent position.
● Salary offered will be commensurate with experience and be supplemented with extra benefits.
● Applicants must have the legal right to work in Belgium. We are not able to sponsor work visas nor provide relocation assistance to Brussels.
● The position is fully based in Brussels. Presence is split between an office in 1030 and another in the EU quarters.
